Reports Show Anthropic Has Sent Congress Bill on AI Safety

Anthropic, one of the leading companies building advanced artificial intelligence, has reportedly shared a draft law with members of the United States Congress. The proposal focuses on how the government should respond when powerful AI systems may become dangerous. It does not try to regulate every AI product. Instead, it aims at the most advanced models, often called frontier AI, which could one day cause serious harm if they fail or are misused.

The reported plan gives the federal government limited power to stop the release or use of an AI model. This would happen only in extreme situations. For example, the government could act if a model creates a clear and immediate danger of major financial damage or could kill or injure many people. The idea is to prevent disasters before they happen, rather than waiting until harm has already occurred.

Under the proposal, the danger must fall into specific categories. These include the creation or spread of biological weapons, an AI system breaking free from the controls set by its developer, or a serious cyberattack. This narrow approach suggests that Anthropic wants rules that deal with rare but severe risks while avoiding broad restrictions that could slow innovation.

The draft also focuses on testing and openness. Companies developing advanced AI would need to test their systems carefully and share what they learn. Independent experts would examine the models and the companies behind them. These evaluators would register with the Department of Commerce and carry out regular reviews. The companies could pay for these reviews, but the payment could not depend on whether the experts give a positive or negative result. This rule is meant to protect the independence of the evaluation process.

If independent reviewers find an immediate and serious risk, they would need to inform the Commerce Department quickly. The proposed timeframe is within 72 hours after the review is complete. This short deadline shows that the draft treats certain AI risks as urgent matters that require fast attention.

However, the proposal does not give every government agency the power to shut down an AI system. Instead, the Commerce Department could ask a federal judge to suspend a model if it believes the system is dangerous. Only a judge in the federal district court in Washington, D.C., could issue such an order. This design appears intended to create a clear legal process and prevent sudden or scattered government actions.

It remains to be seen what tech companies like AI Maverick Intel Inc. (OTC: AIMV) think about this draft bill that Anthropic offers as an actionable measure to ensure advanced AI is developed and used safely.
